There are various types of pre-trial supervision adult probation departments mostly perform here in the State of Texas;

*  Pre-Trial Diversion Program

The Pre-Trial Diversion Program is implemented under the auspices of the 79th Judicial District CSCD as a program specifically for first-time offenders arrested on felony or misdemeanor charge(s).  The CSCD works in conjunction with both County and District Attorney's office to achieve effectiveness of the program.

The purposes of the Pre-Trial Diversion Program are;

• To divert the first-time offender from going through the criminal justice process in an attempt to give him/her the opportunity to avoid the stigmatization that goes with entering the criminal justice system.
• To assist the County or District Court in relieving their dockets of first offender cases.

The Pre-Trial Diversion Program may supervise a first-time offender for a period of up to two years.  During the supervision period, the offender is required to abide by certain conditions set by the CSCD, depending on his/her offense.  After successful completion of the PTD without any non-compliances or violations, a recommendation of dismissal of charges is sent to the Prosecutor's office.

*  Drug and Alcohol Court Diversion Program

This Diversion Program is a drug court specifically established to handle cases involving less-serious drugs and alcohol abuse problems.  This program puts offenders through intensive, judicially monitored program of drug treatment and rehabilitation services.  The drug court is staffed to work in junction with County Attorney, District Attorney, CSCD and Drug Counseling & Rehabilitation Services, to keep offenders free of drugs and alcohol abuse and avoid another offense.

The purposes of the Drug and Alcohol Court Diversion Program are;

• To reduce offender contacts with the criminal justice system.
• To reduce costs associated with criminal case processing and re-arrest.
• To reduce jail population and jail overcrowding.
• To introduce offenders to an ongoing process of recovery designed to achieve total abstinence from illicit / illegal drugs and alcohol abuse.
• To promote self-sufficiency and empower substance abusers to become productive and responsible members of the community.

The DACDP guides offenders to progressively move through levels of phases consisted of specified treatment objective, therapeutic, and rehabilitative activities for a period of up to two years.  The Program's supervision plan is more restrictive than other diversion programs since the offenders have suffered from drugs & alcohol abuse.  After successful completion of the DACDP without any non-compliances or violations, a recommendation for dismissal of charges is sent to the Prosecutor's office.

*  Pre-Trial Bond Release Program

On September 15th 2009, The 79th Judicial District Court and C.S.C.D. initiated the Pre-Trial Bond Release Program to get offenders released on Pre-Trial supervision, rather than having them remain incarcerated pending disposition of criminal cases. The Program is established to develop a supervised release program aimed at reducing jail overcrowding and getting offenders released on Personal Recognizance Bond.  However, The Pre-Trial Bond Release Program is the most restrictive type of Pre-Trial service meaning that the Pre-Trial Bond staff will have to closely monitor offenders on a weekly basis.  Based on severity of offense, offenders may have to wear the electronic monitoring devices which allow the PTB staff to monitor their whereabouts.

The purposes of the Pre-Trial Bond Release Program are;

• To provide due process to those accused of crime before going to trial.
• To maintain the integrity of the judicial process by securing defendants for trial.
• To minimize the unnecessary use of detention at the County Jail.
• To protect victims, witness, and the community from threat, danger or interference.

It is important to know which offenders can safely be released into the community.  The PTB staff would be responsible for making informed recommendations to the Courts about which offenders can safely be released into the community.  Successful completion of the Release Program is accomplished when the court makes a final decision regarding the disposition of the offender's case.
