- Disaster Assistance -

SBA representatives will open a Disaster Loan Outreach Center to explain the application process, assist with completing applications, and address questions about the disaster loan programs. Starting Wednesday, June 4th at 12:00 PM, a Disaster Loan Outreach Center will be located at 601 E. Main Street in Alice, TX 78332, which will be open weekdays from 8:00 AM – 5:00 PM.

Governor Abbott continues to take action to provide all available resources to help support local communities impacted by recent severe storms, including:

  • Requesting a federal disaster declaration for impacted South Texas communities.
  • Requesting local, state, and federal partners joint preliminary damage assessment of homes and businesses in South Texas communities.
  • Activating state emergency response resources ahead of severe weather threats.

We encourage and invite residents in the counties accepted in this disaster declaration to utilize our Disaster Loan Outreach Center.

Jim Wells County in partnership with Texas Department of Emergency Management and the City of Alice completed the Individual State of Texas Assessment Tool (iSTAT) assessment forms in all areas affected by the weather event .  If there is any resident that has be affected and has not completed the iSTAT assessment - below  is a QR Code that will allow residents to access the  iSTAT assessment form.  Please complete assessment form.  This will allow Jim Wells County to accurately document damages and complete necessary forms for our Disaster Declaration.

Final Notice and Public Explanation of a Proposed Activity in a Federal Flood Risk Management Standard Designated Floodplain

 

To: All interested Agencies, Groups and Individuals on June 3rd, 2025: This is to give notice that Jim Wells County has conducted an evaluation as required by Executive Order(s) 11988, as amended by Executive Order 13690, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under the Community Development Block Grant Program and administered by the Texas Department of Agriculture (TDA) ERR #(CDV23-0313). Jim Wells County proposes a Water System Improvements project to replace waterline on Rosario Street between McMasters Road and Beam Station Road and will replace waterline along Herrera Street from Corina Street to Carmen Street in Jim Wells County, Texas. This project will replace approximately one thousand, nine hundred seventy-four linear feet (1,974 LF) of two Inch (2") waterline with eight-inch (8 in) PVC waterline and associated appurtenances on Rosario Street. Four (4) fire hydrants will also be placed along Rosario Street. The proposed improvements on Herrera Street will replace approximately one thousand, five hundred linear feet (1,500 LF) of two Inch (2") waterline with eight-inch (8 in) PVC waterline and associated appurtenances. Herrera Street will also receive approximately four (4) fire hydrants for fire protection. The replacement of these lines will lead to decreased breaks and leaks while improving safety and water access to the surrounding residents. The extent of the FFRMS floodplain was determined using 0.2 percent flood approach. According to the FEMA Flood Insurance Rate Map (FIRM) report, Panel No. 48249C0305D effective date 08/15/2017, the proposed project is within approximately 0.02 acres of the FFRMS Floodplain. The natural and beneficial functions and values of the floodplain potentially affected by the proposed activity include floodwater storage and conveyance, groundwater recharge, erosion control, surface water quality maintenance, biological productivity, fish and wildlife habitats, harvest for wild & cultivated products, recreational, educational, scientific, historic, and cultural opportunities. Jim Wells County has considered the following alternatives and mitigation measures to minimize adverse impacts and to restore and preserve natural and beneficial functions and intrinsic values of the existing floodplain: locations outside and not affecting the FFRMS floodplain, alternative methods to serve the identical project objective, and a determination not to approve any action proposing the occupancy or modification of a floodplain. The practicability of alternatives considered the natural, social, and economic values of each alternative. The alternatives considered were not chosen because they would fail to address the most deteriorated water lines in need of repair, would be economically prohibitive, and would allow health, safety, and environmental violations to persist. Jim Wells County has reevaluated the alternatives and has determined that there is no practicable alternative to locating the proposed project in the FFRMS floodplain. The proposed project must be located within the floodplain due to the necessity of aligning with existing infrastructure and to meet critical service requirements for the surrounding community. The best action is to proceed with the project as planned to utilize the following mitigation measures to minimize adverse impacts and to restore and preserve natural and beneficial functions and values of the FFRMS floodplain: The project shall comply with all applicable local floodplain requirements set by the community’s Floodplain Administrator, as well as state, local, and NFIP floodplain protection procedures. The project shall be implemented using best management practices designed to protect natural landscapes that serve to maintain or restore natural hydrology through infiltration. Environmental files documenting compliance with Executive Order 11988, as amended by Executive Order 13690, are available for public inspection, review, and copying upon request during regular business hours at the County Courthouse. There are three primary purposes for this notice: (1) People who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas; (2) An adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas; and (3) As a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.

A: Todas las Agencias, Grupos e Individuos interesados el 3 de junio de 2025: Por la presente se notifica que el condado de Jim Wells ha llevado a cabo una evaluación según lo exigido por la(s) Orden(es) Ejecutiva(s) 11988, enmendada(s) por la Orden Ejecutiva 13690, de conformidad con las normas del HUD en 24 CFR 55.20 Subparte C Procedimientos para tomar determinaciones sobre la gestión de llanuras aluviales y la protección de humedales. La actividad es financiada bajo el Programa de Desarrollo a la Comunidad «Block Grant» y administrado por el Departamento de Agricultura de Texas (TDA) ERR #(CDV23-0313). El Condado de Jim Wells propone un proyecto de Mejoras al Sistema de Agua para reemplazar la linea de agua en Rosario Street entre McMasters Road y Beam Station Road y reemplazara la linea de agua a lo largo de Herrera Street desde Corina Street hasta Carmen Street en el Condado de Jim Wells, Texas. Este proyecto reemplazara aproximadamente mil novecientos setenta y cuatro pies lineales (1,974 LF) de linea de agua de dos pulgadas (2") con linea de agua de ocho pulgadas (8 in) de PVC y accesorios asociados en Rosario Street. Tambien se colocaran cuatro (4) hidrantes a lo largo de Rosario Street. Las mejoras propuestas en Herrera Street reemplazaran aproximadamente mil quinientos pies lineales (1,500 LF) de linea de agua de dos pulgadas (2") con linea de agua de ocho pulgadas (8 in) de PVC y accesorios asociados. La calle Herrera también recibirá aproximadamente cuatro (4) hidrantes para la protección contra incendios. La sustitucion de estas lineas reducira el numero de roturas y fugas y mejorara la seguridad y el acceso al agua de los residentes de los alrededores. La extensión de la llanura de inundación FFRMS se determinó utilizando el enfoque de inundación del 0,2 por ciento. De acuerdo con el informe del Mapa de Tasas de Seguro contra Inundaciones (FIRM) de la FEMA, Panel No. 48249C0305D con fecha de vigencia del 15/08/2017, el proyecto propuesto se encuentra dentro de aproximadamente 0.02 acres de la llanura aluvial del FFRMS. Las funciones y valores naturales y beneficiosos de la llanura aluvial potencialmente afectados por la actividad propuesta incluyen el almacenamiento y transporte de aguas de inundación, la recarga de aguas subterráneas, el control de la erosión, el mantenimiento de la calidad de las aguas superficiales, la productividad biológica, los hábitats de peces y vida silvestre, la cosecha de productos silvestres y cultivados, las oportunidades recreativas, educativas, científicas, históricas y culturales. El condado de Jim Wells ha considerado las siguientes alternativas y medidas de mitigación para minimizar los impactos adversos y restaurar y preservar las funciones naturales y beneficiosas y los valores intrínsecos de la llanura aluvial existente: ubicaciones fuera y que no afecten a la llanura aluvial del FFRMS, métodos alternativos para servir al idéntico objetivo del proyecto y la determinación de no aprobar ninguna acción que proponga la ocupación o modificación de una llanura aluvial. El condado de Jim Wells ha reevaluado las alternativas y ha determinado que no hay ninguna alternativa viable a la ubicación del proyecto propuesto en la llanura aluvial del FFRMS. El proyecto propuesto debe ubicarse dentro de la llanura aluvial debido a la necesidad de alinearse con la infraestructura existente y para satisfacer los requisitos de servicios críticos para la comunidad circundante. La mejor opción es llevar a cabo el proyecto tal y como está previsto utilizando las siguientes medidas de mitigación para minimizar los impactos adversos y restaurar y preservar las funciones y valores naturales y beneficiosos de la llanura aluvial del FFRMS: El proyecto cumplirá todos los requisitos locales aplicables en materia de llanuras aluviales establecidos por el administrador de llanuras aluviales de la comunidad, así como los procedimientos de protección de llanuras aluviales estatales, locales y del NFIP. El proyecto se ejecutará utilizando las mejores prácticas de gestión diseñadas para proteger los paisajes naturales que sirven para mantener o restaurar la hidrología natural a través de la infiltración. Los expedientes medioambientales que documentan el cumplimiento del Decreto 11988, modificado por el Decreto 13690, están a disposición del público para su inspección, revisión y copia previa solicitud durante el horario laboral habitual en el Juzgado del Condado. Existen tres propósitos principales para este aviso: (1) Las personas que puedan verse afectadas por actividades en llanuras aluviales y aquellas que tengan interés en la protección del entorno natural deben tener la oportunidad de expresar sus preocupaciones y proporcionar información sobre estas áreas; (2) Un programa de aviso público adecuado puede ser una importante herramienta educativa pública. La difusión de información y la solicitud de comentarios públicos sobre las llanuras aluviales pueden facilitar y mejorar los esfuerzos federales para reducir los riesgos e impactos asociados a la ocupación y modificación de estas áreas especiales; y (3) Como una cuestión de equidad, cuando el gobierno federal determina que va a participar en las acciones que tienen lugar en las llanuras de inundación, debe informar a aquellos que pueden ser puestos en mayor o continuo riesgo.
