These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Jim Wells County. 

REQUEST FOR RELEASE OF FUNDS

On or about 6/29/2026 Jim Wells County will submit a request to the Texas General Land Office for the release of Community Development Block Grant - Mitigation (CDBG-MIT) funds appropriated under the Supplemental Appropriations for Disaster Relief Requirements Act, 2018 (Pub. L.115-123), as amended, to undertake a project known as Jim Wells County Contract 24-065-170-F085 - Flood and Drainage. This project is part of a larger set of County wide projects pursued under the same program and contract (24-065-170-F085). The project activities within this review are similar, specifically drainage improvement activities, and are located within proximity to each other, therefore shall be within one ERR. The Countyproposes the following:

• Green Acres: The County proposes to acquire land; install pipe, inlets, outlets, and culverts; regrade ditches; repair driveways and streets; and complete associated appurtenances.

   

• Mesquite Forrest: The County proposes to acquire land; install retention pond, pipe, grate inlets, and headwalls; regrade ditches; repave driveways and streets; and complete associated appurtenances.

   

• Orange Grove: The County proposes to acquire land; regrade and improve ditches; a drainage ditch outfall; remove and replace pavement; repair driveways; and complete associated appurtenances

   

• San Fernando Creek Crossing:The County proposes to acquire easement; remove and replace culverts; install headwalls, wingwalls, guardrail and fence; pave; clearing and re-grading creek bed; and complete associated appurtenances.

The project shall take place in multiple areas around Alice, Texas and one location around Orange Grove, Texas. All project activities will be occurring within Jim Wells County, Texas. Please see project map for more information regarding project location and the area of potential effect. The tables below encompass the location details.

Green Acres

Project Location Description and Coordinates: Clearing and re-grading will also be occurring north and south of the crossing.

Acquisition is required for the following within the APE of each project location: Green Acres Drainage – 10.00 Acres for the detention pond; Mesquite Forrest Drainage – 20.60 Acres for the retention pond; San Fernando Creek Crossing – 1.00 Acres for the drainage easement; and SW Orange Grove Drainage – 5.00 Acres for the drainage ditch right-of-way. If utility conflicts are encountered during construction, they will be relocated within existing rights-of-way and in areas already cleared through the environmental review process; if relocation is required in areas not previously cleared, an environmental re-evaluation will be conducted prior to construction.

FINDING OF NO SIGNIFICANT IMPACT

Jackson County has determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at the Jackson County Courthouse, 200 North Almond Street, Alice, Texas 78332 and may be examined or copied weekdays from 8:00 AM to 5:00 PM. PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the Office of the County Judge, Jim Wells County, 200 North Almond Street, Alice, Texas 78332. Comments may also be submitted via email to Pedro.Trevino@co.jim-wells.tx.us or by phone at 361-668-5826. All comments received by 6/26/2026 will be considered by Jim Wells County prior to authorizing submission of a request for release of funds.  Comments should specify which Notice they are addressing.   

ENVIRONMENTAL CERTIFICATION

Jim Wells County certifies to the Texas General Land Office that Pedro Trevino Jr. in their capacity as County Judge consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  Texas General Land Office approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows Jim Wells County to use HUD program funds.

OBJECTIONS TO RELEASE OF FUNDS

The Texas General Land Office will accept objections to its release of funds and Jim Wells County’s certification for a  period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Jim Wells County approved by the Texas General Land Office (b) Jim Wells County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs, or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the Texas General Land Office; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Heather Lagrone, the Texas General Land Office – Community Development and Revitalization at P.O. Box 12873, Austin, Texas 78711-2873, env.reviews@recovery.texas.gov. Potential objectors should contact the Texas General Land Office to verify the actual last day of the objection period.

Se requiere la adquisición de terrenos dentro del Área de Efecto Potencial (APE) de cada ubicación del proyecto para los siguientes fines: Green Acres Drainage (10,00 acres para la balsa de detención), Mesquite Forrest Drainage (20,60 acres para la balsa de retención), San Fernando Creek Crossing (1,00 acre para la servidumbre de drenaje) y SW Orange Grove Drainage (5,00 acres para el derecho de vía de la zanja de drenaje). Si durante la construcción surgen conflictos con servicios públicos, estos se reubicarán dentro de los derechos de vía existentes y en áreas ya aprobadas mediante el proceso de evaluación ambiental; si fuera necesaria la reubicación en áreas no aprobadas previamente, se llevará a cabo una reevaluación ambiental antes de la construcción.

DETERMINACIÓN DE NO IMPACTO SIGNIFICATIVO

El Condado de Jim Wellsha determinado que el proyecto no tendrá un impacto significativo en el ambiente ambiente. Por lo tanto, no es necesaria una Declaración de Impacto Ambiental bajo la Ley de Política Ambiental Nacional de 1969 (NEPA, por sus siglas en inglés). CERTIFICACIÓN AMBIENTAL

El Condado de Jim Wells certifica a la Texas General Land Office que Pedro Trevino Jr. en su capacidad como Juez del Condado da su consentimiento a aceptar la jurisdicción de las cortes federales si una acción legal fuera iniciada para hacer cumplir responsabilidades relacionadas al proceso de revisión ambiental y que estas responsabilidades se satisfagan. La aprobación de la certificación por parte de Texas General Land Office satisface sus responsabilidades bajo NEPA, y las leyes y autoridades relacionadas, y permite que el Condado de Jim Wellsutilice los fondos del programa HUD.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Jim Wells County. 

REQUEST FOR RELEASE OF FUNDS

On or about 6/29/2026 Jim Wells County will submit a request to the Texas General Land Office for the release of Community Development Block Grant - Mitigation (CDBG-MIT) funds appropriated under the Supplemental Appropriations for Disaster Relief Requirements Act, 2018 (Pub. L.115-123), as amended, to undertake a project known as Jim Wells County Contract 24-065-170-F085 – water improvements. This project is part of a larger set of County wide projects pursued under the same program and contract (24-065-170-F085). The project activities within this review are similar, specifically water improvement activities, and are located within proximity to each other, therefore shall be within one ERR.  The County proposes to acquire land; install waterline, fire hydrants, services, and meters; repair driveways and pavement; and complete associated appurtenances. Project activities will be occurring in two locations in Alice, Jim Wells County, Texas. Please see project map for more information regarding project location and the area of potential effect. The two tables below encompass the location details.

Meadow Ridge/Oak Meadow Waterline Extension:

Project Location Description and Coordinates: From approximately 1,971 feet east of the intersection of Howell Road and Highway 281 eastward to US-281 Business, thence southward along US-281 Business to County Road 111, thence westward to the dead-end of County Road 111, thence northward through easements to Howell Road/County Road 117.

Proposed HUD Performance Measures: 5,400 LF

Acquisition for utility easements is required for all areas in the CR117 and CR111 location and only the south side of CR 382 for the Meadow Ridge/Oak Meadow location. Acquisition will take place within the APE.  If utility conflicts are encountered during construction, they will be relocated within existing rights-of-way and in areas already cleared through the environmental review process; if relocation is required in areas not previously cleared, an environmental re-evaluation will be conducted prior to construction. Jackson County has been awarded $7,307,700.00 in grant funds and shall contribute $0.00  in match funds. Total project cost is $7,307,700.00 for the drainage and waterline improvements.

FINDING OF NO SIGNIFICANT IMPACT

Jim Wells County has determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at the Jim Wells County Courthouse, 200 North Almond Street, Alice, Texas 78332 and may be examined or copied weekdays from 8:00 AM to 5:00 PM. PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the Office of the County Judge, Jim Wells County, 200 North Almond Street, Alice, Texas 78332. Comments may also be submitted via email to Pedro.Trevino@co.jim-wells.tx.us or by phone at 361-668-5826.  All comments received by 6/26/2026 will be considered by Jim Wells County prior to authorizing submission of a request for release of funds.  Comments should specify which Notice they are addressing. 

ENVIRONMENTAL CERTIFICATION

Jim Wells County certifies to the Texas General Land Office that Pedro Trevino Jr. in their capacity as County Judge consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  Texas General Land Office approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows Jim Wells County to use HUD program funds.

OBJECTIONS TO RELEASE OF FUNDS

The Texas General Land Office will accept objections to its release of funds and Jim Wells County’s certification for a  period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Jim Wells County approved by the Texas General Land Office (b) Jim Wells County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs, or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the Texas General Land Office; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Heather Lagrone, the Texas General Land Office – Community Development and Revitalization at P.O. Public Service Announcement

Please be informed that the Trains is passing through Jim Wells County, Texas, faster following railroad track upgrades.  Follow recently completed track infrastructure upgrades in the region, the maximum track speed for freight trains operating through Jim Wells County, Texas will rise this week.  Effective on April 24, trains will pass through the area at a maximum of 60 mph, up from the current maximum of 50-55 mph.

504 Home Repair Program

There will be an Informational Session on April 22, 2026, 2:00 p.m. at the Jim Wells County Fairgrounds located at 3001 S. Johnson Street, Alice, Texas, 78332.  The Section 504 Home Repair Program provides loans to very-low-income homeowners to repair, improve, or modernize their homes, or provides grants to elderly very-low-income homeowners to remove health and safety hazards.
